What is a Regulation?

A Regulation is a binding legislative act of the European Union. It applies in its entirety, in every Member State, from the day it enters into force — no national transposition required. Regulations are adopted under the ordinary legislative procedure by the European Parliament and the Council of the EU, on a proposal from the Commission.
