In 2023, Estonia's at-risk-of-poverty threshold decreased by 9.2% compared to 2022, reaching 18,590.

Estonia ranks 18th out of 27 EU member states with reported data — in the bottom half of the distribution.

Over the past five years, the indicator has grown by 15.8% (from 16,054 in 2018).
